dc.description.abstractOver the last decades, human trafficking (THB) for labour exploitation became the fastest growing form of THB globally. Despite this dramatic statistic, the political will to resolve the issue has been (largely) non-existent. In this research, a case-study into the typical-case of The Netherlands (during Rutte-II) is conducted to examine how the issue of THB for labour exploitation figures on the political-agenda in The Netherlands, and, subsequently, to determine why the issue is mostly ignored. The research uses a combination of document-analysis and interview-data, and is theoretically based on a modified version of John Kingdon’s framework regarding agenda-setting processes, i.e. the three-stream policy-window model. It is theorized that three features determine whether the issue of THB for labour exploitation can reach the political agenda in The Netherlands: 1) The issue needs to be recognized as a problem; 2) An alternative for the existing situation needs to be constructed; 3) A policy-window to prompt the issue needs to open. the analysis concludes that the issue of THB for labour exploitation is not yet recognized as a problem in The Netherlands. Furthermore, no alternative to replace the existing situation has been constructed and a policy-window to prompt the issue has not opened during the investigated period of time in The Netherlands. The results of the research indicate that the issue of THB for labour exploitation is not recognized and/or prioritized in Dutch politics, implying that the problematic situation will not be resolved/improved.en_US
