Abstract
The scientific and political debate on climate change is increasingly focussing on climate adaptation. Adaptation-strategies and -actions have not been implemented that often yet because of different barriers and a lack of proper adaptation governance. Current literature offers a lot of suggestions on the design of seven elements of adaptation governance: framing, timing of policies, the level at which the act, alignment, a science-policy interface, leadership and policy-instruments. These elements should be helpful to overcome the barriers and are thus beneficial for proper adaptation governance. However, the practical application of adaptation governance has not been studied in practice very often yer. Moreover, the available information is predominantly based on large-scale perspectives. This research therefore analysed adaptation governance in eight smaller municipalities in the Netherlands whom are collaboratively working on climate adaptation. It shows that there are general differences between the suggested approach and the practical situation. The research concludes that smaller municipalities were more oriented on the short-term, had an unprepared organisation, and lacked awareness and momentum in general at that time. The research offers recommendations directed at the municipalities and regional organisations on how to deal with those differences.
