Abstract
Funding, whether public or private, is a contentious issue for the creative industries. In the case of the Zimbabwean film industry, this is compounded by a failing economy and oppressive political environment. However, the end of president R. Mugabe's 30-year rule in 2017 has provided an opportunity for widespread policy reform. This thesis takes an in-depth look at the historical and current states of the film industry. It incorporates filmmakers’ viewpoints and an analysis of the existing film funding infrastructure in suggesting new cultural policies which can support the film industry and foster growth.
