Abstract
This research tries to explain the adoption process of UNSCR 1325 in non-OECD countries. UNSCR 1325 was adopted unanimously by the UN Security Council in 2000 and is landmark resolution on the position of women in peace and security efforts. The Security Council urged UN member states to adoption of UNSCR 1325 through the creation of a NAP. As of today, the relative amount of OECD countries that created a NAP is much higher than the amount of non-OECD countries that created a NAP. This begs the question: How can the adoption process of UNSCR 1325 be explained in non-OECD countries? This research question is will be answered through conducting a qualitative case study on the adoption process of UNSCR 1325 in Kenya. With the use of document-based process tracing, this research found that the constructivist norm spiral model is possibly unable to fully explain the adoption process of UNSCR 1325 in non-OECD countries. However, some of the gaps in the norm spiral model may be accounted for by (feminist) postcolonial theory. However, the nature of a single case study raises questions about the generalizability of the findings and therefore, the conclusions on the adoption process of UNSCR 1325 in non-OECD countries are of a tentative nature and require further study.
