Abstract
This thesis examines the emergence of energy poverty policies in the Netherlands and Flanders between 2018 and 2023 using Kingdon's Multiple Streams Framework. The thesis aims to contribute to the understanding of the emergence of energy poverty policies in Western European countries, and the impact of the COVID-19 pandemic and the 2022 energy crisis on their emergence. The thesis follows a qualitative research method. Three types of data were collected: interview data, policy document analysis data, and media analysis data. Comparing countries in terms of focusing events, the same events highlighted energy poverty as a problem, namely the COVID-19 pandemic, the revival of energy demand after the pandemic, the war in Ukraine since 2022 and the resulting high energy prices and energy crisis, the increase in energy poverty statistics and the reporting on it, and the environmental crisis. The focusing events resulted in energy poverty being placed on the government agenda. In both countries, the three streams came together and created a window of opportunity for action. Social organizations played a larger role in Flanders and municipalities a larger role in the Netherlands. Moreover, a clearer division of responsibilities may have facilitated the emergence of energy poverty policies in Flanders.
