Oostvaardersplassen: conservation or contestation? A discourse analysis on the debate about sustainable management strategies in the Oost-vaardersplassen and the related biodiversity loss

Abstract
This study aimed to analyse and identify the different discourses of five actors on the management strategy in the Oostvaardersplassen, based on the creation of the United Nations Sustainable Development Goals (UN SDGs). In this qualitative research five respondents were interviewed through semi-structured interviews: the Province of Flevoland, Staatsbosbeheer, Vogelbescherming Nederland, Dierbaar Flevoland and one of the animal rights protest groups in the Oostvaardersplassen. The four dimensions of the Policy Arrangement Approach (Actors, Discourses, Rules and Resources) were used to investigate different ideas and opinions on the area, to set out a clear overview of the striking and contradictory discourses in the area. Findings indicated that the Sustainable Development Goals are developed too late to be included in the policy framework for the management strategy in the Oostvaardersplassen and they are not well-known enough, which means that these goals were not taken into account in most discourses of the actors in the area. In conclusion, the United Nations Sustainable Development Goals are to some extent not reflected in discourses on the management strategy of the Oostvaardersplassen, which means that policy makers should set specific targets and goals to live up to these Sustainable Development Goals.
