Abstract
While cities are contributing the most to climate change, they are also the most vulnerable to the effects of climate change. Therefore, building climate resilient infrastructure is of great importance as it could significantly reduce vulnerability and exposure in urban areas. The aim of this research is to advise the municipality of Arnhem about the development of a process instrument for the climate adaptation of new developments. In this research government documents are analysed, experts working for the municipality of Arnhem are interviewed and focus groups are organised to give insight into the drivers and barriers for each step of the development process of the adaptation instrument. First, practical choices are made about the best way to design and implement the adaptation instrument. It would be best to expand the existing points system for nature-inclusive development with climate adaptation measures. Second, while the legal enforcement of the instrument is done with the use of the zoning plan, it is also important to point out the adaptation standards from the beginning of a development project. Finally, the drivers and barriers for the development of the adaptation instrument are mostly found within the internal organisation of the municipality.
