Abstract
The prison systems of the United States and Norway vary in many aspects. a result of diverging historical developments and different contemporary views on punishment and incarceration. As the United States deals with high incarceration rates and significant spending on corrections, states have tried to implement reform that will diminish these burdens to the system. At the same time, the Scandinavian country of Norway has low incarceration and recidivism rates. In recent years, American prison reformers have ventured to Norway to learn about the country’s rehabilitation-focused prison practices. Could these practices, so different than the ones often used in the United States, contribute to change in the United States? This thesis will aim to answer this question by examining the use of Norwegian prison principles as an inspiration for American prison reform.
