Abstract

Digital technologies have been shaping the government. Algorithms have become an unremovable part of the public administration, causing both great benefits but also major concerns. One of these concerns is the violation of public values by using algorithms. Since algorithms can be complex, influence decisionmaking and sometimes even make decisions themselves, they are at odds with values like transparency and accountability. Therefore, a new initiative was launched called an ‘algorithm register’ which aims to create a transparent list of algorithms and how they work in governmental agencies. This also provides a way for citizens to challenge algorithmic decisions. The aim of this research is to investigate how these algorithm registers influence accountability relations, specifically social accountability. Semi-structured interviews were held with public servants working for governmental agencies with an algorithm register. In addition to interviews a document analysis was done on reports, white papers and other policy documents. Analysis shows that there are some problems with registers which hamper their influence on accountability relations, but they have potential to increase this. Different dimensions which impact the relationship will be discussed in more detail.
