Abstract
The current housing shortage in the Netherlands is causing tremendous pressure on the housing market and asks for more and quick new development projects. In relation to the “no net land take” regulations, the importance of brownfield development is vastly growing, as well as the associated challenges. This research makes use of four aggregated dimensions of success based on previous frameworks aiming to evaluate both administrative structures or policy process and design as well as stakeholder complexity or decision making power. The formulated measurements are; process scope, innovation techniques, policy approach and stakeholder participation. Conducting 13 stakeholder interviews with both public and private parties, the outcome shows that the given factors significantly contribute to the possibility of a successful outcome of brownfield development cases in the Netherlands. Additionally to the four given success factors, the research shows that a fifth factor of flexibility and adaptability should be added to measure the influence on the outcome. Concluding, this research shows that there is a clear relationship between the given success factors in this research and the general housing development in the Netherlands. Implementing the used framework in designing and applying new policy to brownfield development cases is therefore highly recommended.
