Abstract

Climate change is an urgent problem for urban areas all over the world. Heat stress in cities is one of the consequences of climate change. It is known that citizen participation can help with this adaptation process. This thesis provides more knowledge about these topics in one case study. For this thesis, the city Hilversum in the Netherlands is selected. The research aims to determine if the citizens of Hilversum influence the decision-making process of heat stress adaptation. Several theories and concepts are used to create a conceptual framework to achieve this. The key elements of participation and the cycle of adaptation planning are especially important. Based on this conceptual framework, an interview guide and an observation scheme are developed. Among the interviewees are employees of the municipality of Hilversum and citizens of Hilversum. The results of the data collection show that citizens in Hilversum do participate in heat stress adaptation, however, they mostly participate in a later stadium of the decision-making process. To avoid tokenistic participation, it would be better to include citizens from the beginning of the process. Another important finding is that openness and transparency crucial are when it comes to citizen participation.
