Abstract
This research aims to map out the implementation process of the SDGs on all levels of society and the relevant governmental structures involved. To achieve this objective, this study seeks to investigate the policies and practices for implementing the SDG framework on the global, national, and local levels. Therefore, this study will utilize SDG 11 as the basis of analysis to examine if SDG implementation is experienced at the local level. This research seeks to provide new insight into the process of SDG implementation, thereby reducing the research gap regarding the government structures involved in SDG implementation. A process-tracing method is applied to map out the SDG implementation procedure at the UN level, the EU level, and then the Netherlands. This involved comprehensive desk research supplemented by expert and case interviews. A single-case study on the city of Nijmegen followed this. Mediating variables which stimulate the two-way SDG implementation process were distinguished. The research findings indicate that the stimulating variables mentioned in the research are adopted in Europe and in the Netherlands. However, some of these factors are no longer observable upon examining the sub-national and local levels in this member state.
