Abstract

This paper examines the effectiveness of policy implementations and the influence of public participation on flood risk reduction along the Waal in Nijmegen. High water levels have occurred within the last few years, even though influential water safety programs have been in place, and it is expected that there will be more due to climate change. Therefore, it is useful to evaluate those water safety programs and learn lessons from them. An intensive document analysis was conducted based on various policy and program documents to investigate the various programs and policies. Six semi-constructed interviews were conducted with various local stakeholders regarding their program participation and perception of flood risk. It was possible to assess their influence on the decision-making process and their perception of the effectiveness of the water projects. This research shows that the water programs successfully reduced the risk of floods and that public participation positively affected the programs due to their local expertise. Future policies should include more participants in the decision-making process.
