Abstract

Climate information can help to strengthen infrastructure in order to be more resilient against extreme weather. Though, this information is not used effectively, showcasing the need to better understand infrastructure governance, the use of climate information and the role of multimodality in this context. This research uses the IAD framework and climate usability gap to study how stakeholders interact and use of information in the development of climate adaptation policy goals. This research is conducted using interviews, document analysis and a workshop. The findings show that stakeholders are subjected to a complex and dynamic field of informal and formal rules that influence their interactions. It seems that a climate usability gap on the strategic level is limited, although the implementation of CI could be further improved. There were plenty of multimodal interactions, but the actual development of goals was done monomodally. The research further develops the IAD framework as a tool to study complex institutions. It also provides a new perspective on the climate usability gap: a possible tactical/operational gap. A recommendation for users and producers of climate information is to improve their interaction. Future research could focus on conducting a comparative case study to uncover network-specific characteristics and improve the external validity.
