Abstract

Effective implementation of transit-oriented development has been lacking in the Netherlands due to a lack of integration between transport and land use planning. Landbased financing of transport infrastructure, using land value capture schemes, is a way to increase land use-transport integration. Despite legal instruments technically being available in the Netherlands, land-based financing of infrastructure rarely occurs, due to institutional barriers. This thesis researches the unique case of Groot Merwede/Rijnenburg, the largest current area development in the Netherlands, which is considering land-based approaches to finance a high-speed tramline (‘Merwedelijn’). After an extended literature review, policy document analysis and stakeholder interviews, I conclude that the conditions for (partial) land-based financing of transit are appropriate in the case, and that existing tools (particularly developer contributions) may be enough to achieve this due to the strong cooperation between public and private parties. However, land-based financing of transit does have trade-offs, which should not be ignored.
