Abstract
Governments have been shaped by advances in technology. Currently, algorithms are increasingly used within public administrations, where public servants have to deal with them in the execution of their work. However, little is known about the impact of these algorithms on organisational processes. Using the predictive model for social support as an example of an algorithmic application, this research investigates how the implementation of an AI-based algorithmic model affects the organisational processes of planning, organising and budgeting within municipalities. Semi-structured interviews are held with seven public servants working for municipalities who are using the predictive model for social support. The municipalities that participated in this research are Den Haag, Amersfoort, Roosendaal, Weert and Twenterand. In addition to the interviews a document analysis is done based on annual reports, social domain nota’s and other policy documents. Analysis showed that, for most municipalities, the predictive model for social support affects the long-term planning process and staffing policy. However, the extent to which the predictive model for social support is implemented within the three organisational processes differs for each of the five municipalities. Elements which contributed to this differentiation are highlighted and discussed in more detail.
