Abstract
This thesis research studies empowerment of Indigenous Peoples and Local Communities (IPLCs) in the Brazilian Amazon, and how European institutions, specifically the Norwegian institutions Norad and NICFI, exert their influence on this empowerment. The theories on particpatory-environmental governance and international cooperation contribute to the understanding of the process of empowering IPLCs. They are incorporated in the analysis of the qualitative data on the Norwegian initiatives and the European views on the empowerment of IPLCs. The study focuses on the issues of IPLC-rights, deforestation, agency in decision-making processes, and how to effectively contribute to empowering IPLCs in the Brazilian Amazon. It found that effectively contributing to empowering IPLCs, direct funding and support towards IPLC-led organizations and participatory-environmental governance are crucial. This adds to the idea that IPLCs need a place at the negotiating- and decision-making table to voice their opinions and concerns. The awareness is increasing that IPLCs have paramount knowledge in protecting forest and nature, and therefore are of high importance in fighting global environmental problems. The findings of this study illustrate the current situation of the process of empowering IPLCs in the Brazilian Amazon, the role of Norad and NICFI, and improvements that are made in this process.
