Abstract

Employing migrant workers is no new way to fill domestic labour market shortages. The enlargement of the European Union in 2004 and 2007 triggered a significant increase in the number of migrant workers in the Netherlands, including in the province of Gelderland. This increase has put additional pressure on the already difficult housing market in the Netherlands. This study aims to describe and explain the actors involved in housing policies for migrant workers and explores their roles in the development and implementation processes. The focus is on how these actors address housing issues for migrants, and the study further examines the challenges they face. The research is based on a single case study of municipalities in the Green Metropolitan Region of Arnhem-Nijmegen, Gelderland. Keywords: migrant workers, housing policy, policy development, policy implementation, actors.
