Abstract

This study explores how Dutch municipalities integrate Strategic Energy Planning (SEP) into their policy agendas amid growing challenges posed by the energy transition. Increasing spatial constraints and widespread grid congestion plague municipalities, prompting a need for integrated planning strategies. The research employs a mixed-methods approach, including interviews and a national survey among 80 municipalities. The research has developed and applied a framework based on Kingdon’s Multiple Streams Approach and Danish strategic energy practices. Findings show that nearly all of municipalities experience energy-related hindrance and in total 38% of projects are hindered by energy-related issues. While municipalities acknowledge the importance of energy planning, progress is constrained by complex regulations, insufficient interdepartmental cooperation, and limited spatial and financial resources. The study contributes a tailored framework for understanding how energy issues are problematized, addressed through policy, and shaped by political dynamics at the local level. Furthermore, the study advices on potential further research which could be done as a follow-up to this one.
