Abstract

Achieving policy coherence is a significant challenge for large organisations such as the European Union. Enhancing coherence within the EU benefits numerous stakeholders, while policy incoherence leads to ineffective policies, policy delays, and suboptimal aid to regions dependent on EU support. This study investigates the presence of policy incoherence within the EU and examines the explanatory power of frames and framing effects. Food security policy on the Sahel region is selected as a case study, as it intersects humanitarian aid, development and security policy. The Sahel region faces persistent food insecurity challenges and thus functions as an extreme case. Using Critical Discourse Analysis, key concepts in official documents from three EU bodies related to food security and the Sahel region are coded and analysed in context. The study identifies which frames are used by these bodies and how they are applied. Subsequently, an assessment of policy coherence is carried out. The findings reveal a high level of policy coherence between the three bodies and overarching strategies, contradicting existing literature. However, the analysis shows that framing is inconsistent. The Bodies use different frames to present their policies. The bodies that do employ the same frame do not have the same positive, negative or neutral emphasis. Since policy coherence is found despite the absence of a uniform framing approach, the thesis concludes that framing has a limited impact on policy coherence.
