Abstract
This thesis concerns a research on the discourse of climate politics in the Netherlands. A national Climate-Agreement (2019) was formulated to ensure the achievement of 49 percent CO2-reduction in 2030 and 95 percent in 2050. The aim of this research is to understand which discursive constellation influenced the process and the ultimate set of climate policy measures for Dutch industry. The Advocacy Coalition Framework served as a theoretical lens through which the Climate-Agreement process regarding the Industry-table was analysed. Two competing advocacy coalitions have been identified in the industry climate policy subsystem: the ‘industry coalition’ and the ‘environmental coalition’. The policy core policy preference of the former was to guarantee a level playing field on which industrial companies operate, while the latter advocated a type of the polluter pays because this would be effective in achieving the reduction goals and simultaneously result in a fair burden sharing of climate costs. The rather unexpected decision of the cabinet to introduce a ‘sensible’ carbon tax, which shifted the cabinet’s position in the direction of environmental coalition beliefs, was largely due to the advent of the Provincial Elections. Finally, various environmental discourses seem to have influenced the policymaking process, though most policy actors sticked to a reformist approach.
