Abstract

The Dutch real estate sector faces significant challenges due to delays in project completion. With national agendas focussing on different housebuilding objectives, pinpointing Noord-Brabant as one of the largest potential building areas. This research identifies and analyses the key factors that influence project delays, and see how they correlate. This study utilises quantitative surveys with project developers to measure the presence and impact of potential delay factors. The Qualitative Comparative Analysis (QCA) method is employed to assess interdependencies and multiple causal pathways leading to project delays. The presence of different pathways identifies which specific condition-combinations can potentially contribute to project delay. The research uncovers that singular conditions are not individually causing project delay, but combinations of conditions are. The three configurations which lead to severe delay all include financial uncertainty as a background condition, with procedural implications and /or public litigation as delay factors. Implying that tailored policy is needed to decrease delay in future projects. The research contributes to both academic knowledge and practical implementation suggestions such as increasing plancapacity and working with prefabricated housing types.
