Abstract

Labor migrants are becoming increasingly important to the Dutch economy since Dutch workers do not want to fill low-skilled job positions. Housing shortages and bad living environments are the most troublesome bottlenecks concerning the situation of labor migrants in the Netherlands. This research focused on how the development of housing for labor migrants can be encouraged through the use of public private partnerships (PPP). This research is a case study on what drives both public and private actors to participate in in a public private partnership, and collaboration dynamics of such partnership in order to create collaborative governance on the topic of the realization of housing for labor migrants in the Stedendriehoek region. The existing frameworks, the Integrative Framework for Collaborative Governance by emerson et al. (2012) and the Ladder of Realization of Partnerships, have been applied to create a qualitative research based on interviews on a public private partnership that concerns housing for labor migrants.
