| dc.description.abstract | This thesis explores the shortage of affordable rental housing for low income households in the inner-city of Johannesburg and how increased involvement from the private sector can be encouraged to deliver more housing. The government and social housing institutions have tried to deliver cheap affordable rental housing, however these efforts have yet to increase the housing stock. This research examines the challenges that hinder that provision of affordable rental housing, looks at policies and legislation that have been implemented and highlight how these programs have failed to expand housing for low income households. Most importantly this research investigates and establishes the possible strategies the City of Johannesburg could use to inform and introduce programmes and incentives to expand and produce cheaper rental housing with private sector involvement and participation. The literature review, interviews and survey with diverse stakeholders in the housing industry provided a range of concepts and ideas that the City of Johannesburg can potentially utilize to encourage more private sector involvement and participation, consequently increasing the delivery of low income rental housing. Finally, the research suggests a number of lucrative plans and strategies for the City of Johannesburg to take into consideration to encourage more private sector participation in low income housing. | en_US |
