Abstract

Biodiversity loss results in less liveable and climate-adaptive cities. Conversely, cities offer unique opportunities for biodiversity. However, space for nature-based solutions (NBS) is needed to increase urban biodiversity, which can be created by removing infrastructure for cars. In practice, this comes with several challenges related to institutional capacities, location-specific conditions, and public support. An approach for Dutch municipalities to direct the entire process of replacing infrastructure for cars by nature, considering those challenges, is not yet present in academic literature. This thesis aims to address this gap. Accordingly, the research question is formulated as follows: ‘’Which approach could Dutch municipalities take to convert infrastructure for cars into biodiversity-rich nature in urban areas?’’. To answer this question, a vignette study and case survey were combined. The data was collected through interviews and a policy analysis. The results provide insights into the challenges related to institutional capacities, location-specific conditions, and public support and how to deal with them. This thesis concludes that such an approach consists of five phases: the initiation phase, planning and design phase, implementation phase, maintenance phase, and monitoring phase. For each phase, practical recommendations are formulated. This thesis ends with future research recommendations.
