Abstract

The issue of housing labour migrants poses a multifaceted challenge for Dutch municipalities. Labour migrants, especially from CEE countries, fill a key role in the agriculture and logistics sector. The municipality of Doetinchem expects an increase in labour migrants in the coming decade. This increase is faced with challenges, including affordability and the sufficiency of housing. Moreover, the reliance of labour migrants on their employers for housing underscores their vulnerability. This research employs a governance framework to analyse local governance arrangements involving key stakeholders such as employment agencies, employers and residents. The municipality of Doetinchem is used as a case study to analyse how the interests of key stakeholders influence governance arrangements on housing for labour migrants. The research employs a mixed methods approach to provide an in-depth understanding of housing interests and governance arrangements. Results show that labour migrant housing in Doetinchem is shaped by stakeholders in a governance network. Legislation and regulations guide stakeholder behaviour. However, regulations can impose restrictions. Despite differences among stakeholder interests, there is a shared understanding of the necessity of facilitating and developing labour migrant housing. Results reveal that trust and communication between actors are key to establishing local governance arrangements.
