Abstract

The Netherlands is facing a housing shortage. The goal is to build 100,000 houses a year to address this issue, but this has not succeeded in recent years, and likely still won’t in the coming years. Despite sufficient housing plans to resolve the housing shortage, they are not being implemented promptly. The average housing development process takes approximately ten years, while transformation projects can be completed in three-quarters of that time. Nevertheless, both processes can be significantly accelerated by focusing on improving the capacity, flexibility, knowledge, and communication within the governmental organization. The process of early allocation has the potential to considerably accelerate transformation projects, as one does no longer have to wait for time-consuming processes, trajectories and investigations. However, early allocation is also very complex, time-intensive and risky, which is why it is rarely used in practice to accelerate. For successful early allocation, factors like the degree of flexibility, the land ownership, communication, knowledge and finances should be well taken into account. Furthermore, the effectiveness of this process may vary among governmental organizations: every governmental organization is different and works in its own way. Early allocation is one of many possible solutions and certainly not a one-size-fits-all remedy.
