Abstract

The concept of self-organisation within urban planning is gaining increasing attention among scholars and practitioners. As a contribution to the current academic discussion, this research explores the governance process underlying the organic development of Almere-Oosterwold, a Dutch government experiment that applies the concept of self-organisation in developing a vast greenfield. From the study, four main findings emerge. First, although the local government has delegated its planning tasks to future inhabitants in Oosterwold, it still has a pivotal role in the area’s development and interacts with inhabitants to develop the site. Second, such interactions differ depending on the scale, namely at the plot, neighbourhood and area levels. Third, due to the experimental and adaptive nature of the process, the collaboration between inhabitants and the local government on the area level is essential. Adjusting the rules of the game together while the process is developing can reduce conflicts among the involved actors and improve their confidence in the process. Fourth, clear communication about the process and actor’s roles is necessary to overcome the misunderstanding of organic development as an individualised, self-sufficient process.
