dc.description.abstract | The necessity for enhancements arose due to the outdated Dutch safety regulations in water management, prompting an urgent nationwide need for dike reinforcements. The Dutch Flood Protection Program (DFPP) spearheads this mission, primarily focused on ensuring compliance with current safety standards. While the primary objective is water safety, the DFPP initiatives also encompass meekoppelkansen, spatial or economic opportunities intertwined with the dike reinforcement, creating win-win scenarios. Collaboration across sectors is actively encouraged within the DFPP, allowing stakeholders to collectively identify meekoppelkansen, which must precede their implementation for broader water management and sectoral benefits. However, limited scientific literature delves into how cross-sector collaboration influences meekoppelkans improvements, particularly in spatial quality during dike reinforcement projects. This study investigates cross-sector collaboration's role in enhancing the spatial quality of the Rijnkade Arnhem dike strengthening project. Qualitative data from stakeholder interviews were analyzed thematically, revealing a need for improved accessibility. Furthermore, collaborative governance in the Rijnkade Arnhem project successfully elevated spatial quality, resulting in a well-balanced, aesthetically pleasing dike strengthening design aligned with community and environmental values and standards.
