Semarang, Indonesia, has experienced a severe rise in floods and contains a big area with a high risk of flooding. The flooding situation is problematic because of poverty and lack of technology know-how on flood management. Semarang’s neighborhood Tambak Lorok lies 0,5 meter above sea level, but has a land subsidence of 9-10 centimeter per year. This land subsidence causes flooding in this area to get worse, leading to more problems among small enterprises settled there. This research investigates how tidal flooding affects the livelihood and vulnerability of small enterprises in Tambak Lorok. With the assistance of translators, inhabitants of Tambak Lorok were interviewed. Analysis based on theory and coding has showed that livelihood and vulnerability have effects on small businesses. These effects influence in their turn the type of response small businesses use. The type of response affects the livelihood and vulnerability. In Tambak Lorok this leads to a negative vicious circle the small businesses cannot breach.en_US
