Blinded by the light. A study on how different actors frame light pollution

Abstract

A study on how three different groups of actors in the Netherlands frame and perceive light pollution. The groups studied are civil society, state, and expert actors. Furthermore, three tasks of framing are at the centre of this research: diagnostic, prognostic, and motivational. Each involving a different part of the frame. It appears that there are slight differences in the frames of the actors. Whereas civil society actors see light pollution as a more individual problem and propose individual solutions, state actors instead aim to act in the general public’s desire. Experts emphasize the lack of awareness and a result lack of experts at the right places. Their mentioned solutions fit this emphasis. This thesis then argues for a more critical look at current regulations and to increase awareness through campaigns, as these were supported by all three groups of actors.
