Abstract
This thesis examines how the concept of broad prosperity has been incorporated into the policy-making process surrounding business parks in the Netherlands. Broad prosperity encompasses more than economic indicators and includes aspects such as health, quality of life, and mobility. Business parks are important economic drivers, but they can also put pressure on the surrounding area in terms of broad prosperity. The central question in this study was: What effects do large business parks have on broad prosperity in their surroundings, and how can broad prosperity be better integrated into business park development?
This study conducted a qualitative case study, in which a business park in Eindhoven and Waalwijk were examined. In addition, this study combines two theories, namely the broad prosperity framework and the theory of discursive policy making. Together, these theories help to explain the discursive challenges surrounding broad prosperity and how the concept is, or is not, capable of influencing policy.
The results show that in Eindhoven, broad prosperity is mainly used as a discursive and reflective concept. There is not yet a clear assessment framework within the policy that is capable of weighing up different aspects. Waalwijk has implemented the concept more directly in its policy, using broad prosperity to guide the selection criteria for the allocation of land for the new business park. The study concludes that business parks can contribute to broad prosperity when the concept is institutionalized and supports integrated decision-making, but the effect remains limited when broad prosperity is used only rhetorically.
