Abstract

The successful implementation of strategies remains a major challenge for organizations. However, it is often assumed that strategic consensus can smoothen the implementation of strategy. Here, middle management can be a critical factor in the success of strategy implementation. Strategic involvement of middle management tends to positively affect strategic consensus. Despite, research attempting to uncover important contingencies to this relationship remains limited. Therefore, this research attempts to explore the moderating effect of organizational identification on the relationship between strategic involvement and strategic consensus. To do so, a survey was distributed to project leaders of multiple municipalities in the Netherlands to collect data on their level of strategic involvement, organizational identification, and strategic consensus. Hereafter, the data set was analyzed by means of a factor and reliability analysis and a regression analysis to test the relationship between the variables. The results of the analysis showed no significant effects that are generalizable to the population. Nevertheless, theoretical and managerial implications are given. A significant correlation was found between organizational identification and strategic consensus for the sample, however this relationship turned out to be negative, contrary to our expectations. Further, no interaction effect between organizational identification and strategic involvement was found, hence it remains uncertain if organizational identification is a moderator to the relationship between strategic involvement and strategic consensus.
