Abstract

This master's thesis exposes the vulnerability of the local entrepreneur towards the implementation of the zero emission zone in Nijmegen. The thesis was written on the initiative of Royal Haskoning DHV. The relationships between the concepts of attitude, preparedness, and readiness were central, followed by the possible influences of participation in the decision-making process and the entrepreneur's own capabilities on the relationships between the 3 main concepts. The zero emission zone is an obligation imposed by the national government for the largest 30 cities in the Netherlands. By 2030, all logistics transport in inner cities must be emission-free. From 2025, the zones come into force with a transitional arrangement until 2030. The interviews conducted with small local entrepreneurs show that, for the time being, they are unprepared for the introduction of the zero emission zone. The investment does not seem financially feasible, there are no solid vehicles available yet, there is a lack of knowledge and especially a lack of communication from the municipality. The attitude is characterized as positive, but the lack of participation and inadequate capabilities negatively influence the attitude, resulting in a negative willingness and ultimately a negative assessment of readiness.
