Abstract

Crises, it sometimes seems as if the European Union is moving from one crisis to another. The Covid-19 crisis, the Eurocrisis, the Asylum and Migration crisis and the Financial crisis are just some examples of major crisis that hit the EU in recent years. In the scientific literature, the Failing Forward Framework from Jones, Kelemen & Meunier (2016; 2021) has been applied to several of those major crises to explain further European integration in a certain policy area as a reaction to such a crisis. However, this study is the first application of this framework to a relatively smaller crisis. This study examines the effects on European integration of the Floods crisis in the Meuse river basin during July 2021. The results show that this crisis opens possibilities for further European integration in the flood policy structure in the Meuse river basin. It appears that governments and water management authorities are working together to prevent similar crises, and that they have improved their coordination and cooperation efforts. Extensive use was made of existing structures such as the Interreg Meuse Rhine programme and the International Meuse Commission.
