dc.description.abstractThis research addresses the dominant dependence on private transport in European cities and proposes car-free zones as a solution for sustainable urban development. The study focuses on German cities and identifies the conditions necessary for the successful implementation of car-free areas, filling a gap in the existing literature. Using a comparative approach that includes cases in Hamburg, Cologne, Wiesbaden, and Karlsruhe, data from 19 interviews are incorporated into the analysis of top-down and experimentation planning measures. Enabling conditions include a favorable political climate, dedicated funding, and stakeholder perceptions. Additionally, local factors such as infrastructure, topography and stakeholder involvement influence specific requirements. Implementation strategies vary, with Hamburg and Cologne taking long-term, top-down approaches, while Wiesbaden and Karlsruhe conduct adaptive, time-limited experiments. The study recognizes the need for context-specific adaptations when applying the identified conditions to different urban environments. Ultimately, this research highlights the potential of car-free areas to improve urban sustainability, reclaim public spaces, improve quality of life, and mitigate environmental impacts. By providing a comprehensive framework, this research offers guidance for policymakers and urban planners working to promote sustainable, people-centered cities. In conclusion, the study supports car-free areas as key measures to the transition to a more sustainable urban future.
