Abstract

This research investigates the impact of combining economies of scale and flow within a single organizational process on the perceived quality of the organization. While this combination is commonly utilized in practice, there is limited academic literature exploring its influence on organizational quality. Qualitative research is conducted within the environmental departments of municipalities. Two processes were identified: one emphasizing economies of flow before the instalment of environmental services, and the current process that integrates both economies. The findings reveal that economies of flow positively influence the perceived organizational quality by enabling swift interventions and comprehensive advice, but may lack objectivity, overview over the process and expertise. Conversely, economies of scale provide expertise, overview and objectivity, but at the cost of longer intervention and process durations. The combination of economies of scale and flow within one process results in adverse effects on perceived organizational quality, such as communication difficulties, conflicts in priorities, and tensions between flexibility and standardization.
