Abstract

Climate change has had several severe consequences in the past and will continue to affect our living environment in the future. A way to reduce these negative impacts is by climate adapting the environment. Climate adaptation can be seen as a public-good topic, as many characteristics connect to the need for collective action. Governments therefore have an important role in climate adapting the living environment to prevent future damage by more extreme weather events. In order to achieve a climate adaptive environment, governments first create strategies followed by actions and measures. This research has focused on analyzing the institutional context within the province of Limburg and the use of policy instruments, which can be perceived as the actions governments take to implement climate adaptation. Relatively little empirical research has been conducted within policy climate adaptive instruments. While closing this research gap the main findings conclude the policy instrument mix is mainly water related, fragmented and lacks structure and regulation. This has several consequences such as the organization within the water domain, a widespread overstructured actor coalition and financial system, a slowed down process by high investment costs and the ability of project developers to not include climate adaptive building.
