Abstract

his research buids on Mamers' concept of Norma􀁬ve Power Europe to examine how the EU has suocessfully consiructed ils nonnative power in its in1etaction wilh CM\EI in the field of data protection policy. Whereas pcevious NPE scholarshipsolely focuses on EU norm diffusion mec:hanisms. the current anatytical frsmeWOfk also incocporates China's response to these mechanisms. This iterative approach illJr'rta'lates how lhe EU has aqusted it:s effons towards China over time. S1aning from the 1990s. the EU initialty made use of the transfereotial, cultural fit et end later 1he relativety shc:rt.red procedural mechanism on the basis al h.ndamental human righls promotion. Alter Chinese obsttuclion fcllowed as a reaC'lion to fundameotal cisagreemeol on the universality of human rights, the EU redirected hs policy to similar mechanisms but based on incremental technical developnent of legislation.
