Abstract
More than twenty years after the official abolishment of the Apartheid regime in 1990 and the first
democratic elections in 1994, South Africa is now the most unequal society in the world. The country
also has a major estimated housing backlog of 2.1 million houses. Despite the fact that 2.3 million
houses have been delivered in the period 1994-2009, the system cannot keep up with the demand.
One of the consequences is that over two million households are living in backyard structures of
formal houses and, the majority, in informal settlements.
