Abstract
In recent years, the smart city concept has shifted the focus point from ICT to human capacity in co-create and co-benefit from innovations. Moreover, a smart city is constituted by many dimensions, including smart economy, smart people, smart living, smart mobility, smart environment, and smart governance. As a result, multi-stakeholders engagement in data sharing is essential for smart city implementation. A data-sharing platform is considered a helpful tool that allows all parties to provide and access data. Stakeholders can reap many benefits from exchanging data on the platform; however, there are also barriers that limit stakeholder participation. Several conditions promoting the stakeholders’ involvement in the data-sharing platform have been outlined in theory. Nevertheless, their relevance may vary from place to place. Therefore, an explanatory study was carried out based on Dong Nai province's smart city implementation context. The research findings contributed empirical knowledge to enrich the literature on conditions stimulating stakeholders' engagement in a data-sharing platform to support the smart city implementation.
