Abstract

This research has provided an ethnographic account of the use of terrorism labels to restrict the civic space of the Catalan independence movement. It has examined the experience of the label by the movement both domestically and internationally. Domestically the label has led to demobilization which is mainly caused by a disconnection to politics in the pro-independence block. Moreover, the label works as restricting due to its exceptional nature in law and is skewed towards civil society organizations advocating for the right to self-determination. Internationally the label has led to the international adoption of the label and a reduction in international relations of the movement. The uncritical adoption of the terrorism label at the EU level facilitates the use of certain EU institutions as a vehicle for the restriction of the civic space of domestic civil society organizations at the European level. Moreover, the state centric nature of the European Commission hampers the effective protection of the right to self-determination as this is inherently opposing state interest. For this reason, this research exposes democratic flaws in both the Spanish state as the organizational structure of the European Union as a free civic space is a cornerstone of a democratic society.
