dc.description.abstract | Due to climate change, the Netherlands will be more prone to floods. The amount of floods will increase making flood risk management an important topic in the Netherlands. With the change of repetition of these events, the flood safety standards are being revised by the Dutch Flood Protection Program (HWBP). In the revised plans it is stated that increased collaboration is essential to meet the new safety standards. The collaboration in these plans open up a gap to increase the quality of the public space as well. A big issue that comes with these possbilities is that the HWBP is only financially accountable for the actual dike reinforcement, other so-called linkage opportunities need to be financed by other actors. Literature agrees on the notion that collaboration is necessary to reach agreements on the linkage opportunities. However, little is written about how these processes take place and how the setting of collaboration enables decisions being made about financing linkage opportunities. This study therefore aims to provide knowledge on how collaborative processes influence the financing of linkage opportunities. By executing a single case study research, this study gives insight in the collaborative processes behind the Tiel-Waardenburg project.
