Abstract

Text: The Netherlands is increasingly dependent on labour migrants to fill staff shortages, but their housing is often substandard. The municipality of Apeldoorn also struggles with this issue, leading to social tensions and safety problems. This research analyzes how contextual factors (social, economic, and political-institutional) influence the effectiveness and suitability of housing solutions for labour migrants in the municipality of Apeldoorn. Through a qualitative case study, twelve semi-structured interviews were conducted with various stakeholders, including labour migrants, policymakers, developers, and employers. The analysis was performed using Governance Network Theory, deepened with the concept of accountability patterns. The results show that a lack of an integrated municipal vision and fragmented governance seriously hamper policy effectiveness. Municipalities and employers often shift their responsibilities to the others. This, along with economic incentives with an emphasis on cost minimization and weak enforcement, magnifies the problem. The study concludes that a proactive, coordinating role for the municipality and better cooperation between all public, private, and community actors are crucial to achieving sustainable and humane housing solutions.
