dc.description.abstractNew legislation and institutional actors played a key role in this research, with the main question: ‘How can the instruments that belong to land policy be modernized in order to reduce their negative outcomes on the real estate market and what role can municipalities and developers play in that?’ This research was focused on finding the current problems in land policy and the real estate market, as well as on assessing the effectivity of the new legislation. The latter was done by evaluating the degree to which the new legislation fixed a number of ‘efficiency problems’ as defined in academic literature on Dutch land development. Mainly complexity and long-lasting negotiations in planning processes are defined as problems in land policy. Comparing the cases of Venlo and Arnhem-Nijmegen was the chosen methodology to establish both depth and width in the research data. A brief conclusion: the new legislation will (partly) reduce the complexity of land policy and could create equal positions during negotiations between actors. However, the new Law on Planning and Environment does not promise to reduce the amount of extra requirements municipalities can add to their zoning plans, which will still cause lengthy planning processes in the near futureen_US
