Indigenous peoples play an essential role in the conservation of forests around the world. The understanding and legitimization of their culture, knowledge and worldviews is crucial for climate change mitigation efforts and the strengthening of their rights, culture and agency. Although indigenous peoples are increasingly being asked to participate in environmental governance, their effective participation is not necessarily guaranteed. Drawing on theories of participatory governance, power and environmental justice, this research contributes to the understanding of how participatory processes within forest governance can impact environmental justice outcomes for indigenous peoples by investigating the participatory construction and the first implementation phase of the REDD Early Movers (REM) Indigenous Territories subprogram in Mato Grosso, Brazil. Identified environmental justice outcomes are linked to power indicators to better understand how forms of power and justice are interconnected within the participatory spaces of the subprogram and to identify what participatory capacities of the indigenous peoples have been strengthened.
