dc.description.abstractThe historical focus of Dutch arable farming on production has shifted towards sustainable agriculture for environmental preservation, supported by the renewed Common Agricultural Policy (CAP) of the EU since 2023. Drafted by the Rijkdienst Voor Ondernemend Nederland (RVO), the CAP aligns with EU regulations and aims to ensure future sustainability in Dutch agriculture. However, not all CAP measures are consistently implemented, prompting an investigation into the drivers of adoption. This study focuses on arable farms in the Betuwe region, aiming to identify factors influencing the application or non-application of CAP measures targeted at enhancing biodiversity. Employing literature review, document analysis, and interviews with fifteen Betuwe arable farmers, the study unveils key determinants. Financial considerations and current cropping plans significantly influence implementation, with higher financial compensation correlating positively with implementation ability. Advanced cropping plans, on the other hand, hinder application. Willingness to implement CAP measures is influenced by personal beliefs, moral norms, and a combination of indicators. Human capital, labor, and time also exert moderate influence. The study's execution was affected by CAP deadline extensions, suggesting a need for follow-up research post-policy finalization and before cropping plans solidify. Additionally, incomplete CAP submissions necessitate future surveys for more accurate farm classification results.
