The housing of permitted refugees becomes more and more difficult in society, due to the unbalance in demand and supply on the Dutch social housing market, stressing the importance of a good working approach between the municipality and the housing organisation. The subject of this research is the extent to which permitted refugees are included in the ‘prestatieafspraken’ of the municipality. The ‘prestatieafspraken’ are a set of agreements that ensure a stable cooperation between the housing organisation and the municipality, amongst others on the housing of permitted refugees. In order to understand to which extent permitted refugees are included in the ‘prestatieafspraken’ two municipalities have been researched. It has been seen that the extent to which permitted refugees are included in the ‘prestatieafspraken’ is dependent on the attitude of the housing organisation and the municipality as well as the dynamics between them.
