Abstract

In the Netherlands, the concept of mobility hubs is being integrated into new mobility policies at all levels of government. In general, new mobility policies are introduced by governmental institutions. However, hub policy making involves other stakeholders too, which varies from mobility agencies and mobility brokers to civil organizations. The process moves between changing landscapes and available information, where politics play an crucial role. This research examines the inclusion of data governance in two phases of policy making concerning mobility hubs in the Dutch city of Geldermalsen. This is done by splitting policy formulation and decision making into separate arenas, with a scope on the actors involved and their power and roles in play. Using the Institutional Analysis and Development (IAD) framework and the Problem Solving Model (PSM), the thesis explores the role of data in power dynamics, communication strategies and stakeholder interactions. Document analysis and semi-structured interviews are used to examine key actors, data flows and governance practices. By combining actors' perspectives, the results show the essence of including different data sets in policy making. Examples include spatial, demographic and environmental datasets, which affect the policy formulation and decision making of involved stakeholders.
