Abstract
The main and central question that this thesis attempts to answer is, as mentioned in the previous
paragraph, "To what extent can Kuwait be used as a gateway for Dutch human rights policy in the
GCC region?" A counter question that a critical reader might pose would be "Why Kuwait?" The an‐
swer to that is that there is a certain impression, among academics, the media and the informed
public, that Kuwait is furthest along the way to Western‐style democracy and implementation of
human rights policy. How much truth this idea holds will be large part of the first two chapters of this
thesis.
